Province reaches tentative agreement with OECTA

March 12, 2020


After seven straight days of bargaining, on March 12, 2020 a tentative collective agreement was reached between the Ontario English Catholic Teachers’ Association (OECTA), the Ontario Catholic School Trustees’ Association (OCSTA) and the province, effectively ending job action initiated by OECTA on January 13, 2020.

Details of the tentative agreement will be shared with school boards later this month. Ratification has been set for April 8, 2020.

Re: Parent Communication re OECTA full withdrawal of services March 5, 2020


Dear Parents/Guardians,

On February 27, 2020, the Ontario English Catholic Teachers’ Association (OECTA) served notice that it will be engaging in a one-day, province-wide, full withdrawal of services on Thursday, March 5, 2020. This one-day, full withdrawal of services is in addition to previous job sanctions initiated by OECTA.

In the interest of student safety, the board will be closing all schools to students on Thursday, March 5, 2020, unless a provincial agreement is reached before that time.

Other programs/services may also be impacted by the OECTA strike action. These include:

Elementary & Secondary Schools
Closed to students. All after-hours programming and student activities (athletics, clubs, CYO, etc.) will be cancelled.

St. Charles Adult & Continuing Education
St. Charles Centres will remain open, and regular adult programming – excluding credit programs – will operate as per usual. After-hours and evening programming (ESL, Citizenship/IELTS, general interest courses, and elementary International Languages classes) will be offered.

Childcare/EarlyON
Childcare centres/EarlyON will remain open.

Community Use of Schools
Community Use of School permits will be supported; schools are open.

Third party leases/Community partnerships
Third party leases will be supported; sites are open.

Should a settlement be reached in the meantime, schools will be open on Thursday, March 5, 2020 and regular programming will resume.

Dear St. Charles Learners,

On February 27, 2020, the Ontario English Catholic Teachers’ Association (OECTA) served notice that it will be initiating a one-day, province-wide, full withdrawal of services on Thursday, March 5, 2020. This one-day, full withdrawal of services is in addition to previous job sanctions initiated by OECTA.

As a result, credit programs at all of our St. Charles Adult and Continuing Education Centres will be cancelled on Thursday, March 5, 2020. Secondary Night School credit programs will also be cancelled.

ESL, LINC and LBS programs will run, as per usual. Child minding services will also be offered.


The Hamilton-Wentworth Catholic District School Board will continue to monitor this job action closely and will provide updates on the board and St. Charles websites. Please check the Labour Updates link at https://www.hwcdsb.ca/labourupdates2020/.

Dear Learners,

On Friday, February 21, 2020, we received notice from the Ontario Secondary School Teachers’ Federation (OSSTF) of its intention to engage in a province-wide one-day full withdrawal of services on Friday, February 28, 2020.

In the Hamilton-Wentworth Catholic District School Board, OSSTF represents approximately 60 staff at our St. Charles Adult and Continuing Education Centres, including ESL/LINC and LBS instructors and assessors, and child minders.

Please be advised that ESL, LINC and LBS programs at all of our St. Charles Adult and Continuing Education Centres will be cancelled on Friday, February 28th. Child minding programs will also be closed for the day.

Credit programs will continue to operate, as will after-hours elementary International Language programs.

All programs and services will resume on Monday, March 2, 2020.

Re: Elementary report cards


Please be advised that elementary report cards will be going home on Tuesday, February 11, 2020, as scheduled.

Due to administrative job action initiated by the Ontario English Catholic Teachers’ Association (OECTA) on January 13, 2020, the report cards will include marks but will not provide teacher comments in the subject and learning skills areas. An exception is the report card for Kindergarten students which will include a one-sentence comment per frame.

While the report card will not provide the level of information that is normally reported, please be assured that it does provide an accurate assessment of your child’s progress at this point in time.

The HWCDSB has carefully reviewed all contingencies in the event of a full strike and, in the interests of student safety, the board will be closing all schools to students on Tuesday, January 21, 2020, unless a provincial agreement is reached.

Closed to students. All after-hours programming and student activities (athletics, clubs, CYO, etc.) will be cancelled. The planned Grade 8 orientation day has been postponed.

St. Charles Adult & Continuing Education

Childcare/EarlyON

Re: Postponement of Grade 9 EQAO Mathematics Assessment


Dear Parents/Guardians,

On Monday, January 13, 2020, the Ontario English Catholic Teachers’ Association (OECTA) began job action which limits involvement by its members in Ministry and school board initiatives. As part of this job action, OECTA members are to refrain from participating in any EQAO-related activities, including field testing, marking, administrative duties, test preparation, and administration of the test.

In the Hamilton-Wentworth Catholic District School Board, Grade 9 students enrolled in a first semester mathematics program were scheduled to write the EQAO Grade 9 Mathematics Assessment between January 15-17, 2020.

In light of the current labour situation, the Minister of Education has advised that school boards may postpone the writing of the Grade 9 EQAO Mathematics assessment until the June 2020 administration period.

After much discussion and consideration, the decision has been made to defer the EQAO Grade 9 Mathematics assessment until June.

Student marks will not be impacted.

As more information becomes available, it will be communicated to you through our secondary schools.

The Ontario English Catholic Teachers' Association (OECTA) has announced its intention to begin administrative job action on Monday, January 13 unless an agreement is reached before that time.

OECTA represents all Catholic teachers within Ontario, including approximately 2,300 permanent and occasional teachers in the Hamilton-Wentworth Catholic District School Board.

As part of this partial withdrawal of services, OECTA members will be refraining from activities such as preparing and inputting report card comments, participating in EQAO-related activities, and attending or participating in Ministry of Education initiatives. As a result, students enrolled in a Grade 9 Mathematics course this semester will not be writing the EQAO assessment on January 15-17, 2020.

Schools will be open. Student learning and safety remain our foremost priority.

HWCDSB will continue to monitor this job action closely and will provide updates on board and school websites.

Dear Parents & Guardians,

We wish to inform you that the Ontario Secondary School Teachers’ Federation (OSSTF) has given notice to school boards and to the Provincial Government that they will be engaging in a “limited withdrawal of services” beginning November 26, 2019. Within the Hamilton-Wentworth Catholic District School Board, OSSTF represents ESL Instructors and other staff at our St. Charles Adult and Education Centres.

As part of the strike action, OSSTF members will be providing information pamphlets to parents and community members on November 26 and 28, 2019. These pickets may occur before and after school or during lunch break, and will be off school property. They will not impact traffic flow anywhere.

We share this with you simply for information. OSSTF has indicated there will not be disruption to traffic flow.

Dear Parents & Guardians,

We are pleased to inform you that all schools of the Hamilton-Wentworth Catholic District School Board will open on Monday, October 7, 2019 after a settlement was reached today (Sunday, October 6, 2019) between the Council of Trustees Association, the Provincial Government and the Canadian Union of Public Employees (CUPE).

CUPE members – including more than 1,000 education workers at the HWCDSB – will return to work and assume their full duties and responsibilities on Oct. 7 following last week’s job action which resulted in a partial withdrawal of services.

We wish to express our gratitude to our students, families and staff for your patience and understanding during these challenging times, and to all those involved in ensuring a successful resolution to the CUPE labour negotiations.

Friday, October 4, 2019 – Important Labour Update

On October 2, 2019, the Canadian Union of Public Employees (CUPE) served notice of its intention to escalate its current job action to a full withdrawal of services on Monday, October 7, 2019 if negotiations this weekend fail to produce an agreement.

CUPE represents more than 1,000 education workers at the Hamilton-Wentworth Catholic District School Board, including school and board office clerical staff, educational assistants, designated early childhood educators, social workers, speech language pathologists, psychometrists, and child and youth workers.

The HWCDSB has carefully reviewed all contingencies in the event of a full strike and, in the interests of student safety, the board will be closing all schools to students on Monday, October 7, 2019, unless a provincial agreement is reached.

Other programs/services may also be impacted by the CUPE strike action. These include:

Friday, September 27, 2019

Dear Parents/Guardians,

We are writing you with an important update on provincial labour negotiations which involve unionized employee groups in the Hamilton-Wentworth Catholic District School Board. As you may already be aware, labour negotiations with the Canadian Union of Public Employees (CUPE), which represents education support workers in school boards in Ontario, has served notice that they will be in a legal strike position as of Monday, September 30th, 2019.

This means that CUPE members, who represent school and board office secretaries, educational assistants, early childhood educators, child and youth workers, social workers, speech language pathologists, psychometrists and IT staff, will partially withdraw some core services.

If CUPE does proceed with its job action on September 30th, our schools will remain open and regular classroom instruction will continue. The HWCDSB is working diligently to minimize any impact on our students and school communities. Saying that, however, employees represented by CUPE provide many important services within our schools and board and despite our best efforts, the withdrawal of these services will cause some disruption. We will not be able to completely eliminate all impacts.

Throughout this campaign, our schools remain welcoming Christ-centred environments. As always, the safety of our students and staff will be given priority and any changes implemented in response to CUPE’s labour action will be considered through this lens.

As a Catholic school board, we remain respectful of the collective bargaining process and are hopeful that a freely negotiated agreement will be reached soon. While the HWCDSB is not directly involved in central bargaining, we can assure you that the parties involved are working hard on our behalf to achieve an agreement.
